Is it that both are more interested in making a case for abusing a law abiding family rather than to pursue the theft from that family's own residence. Several thousands of dollars have been stolen from this family as the protective agencies left their house unsecured from predators after a lightning strike to the home.

January 31, 1999: (From Kim Quattlebaum, victim of the Douglas County DA's Office in Colorado) Unfortunately the story is true. Social Services was called by me after the charges were made. A case worker did come to our house and did write a letter stating that there was not anything wrong in the home and that they were dropping the case. The DA is still pursuing a jury trial even though a considerable amount of evidence shows that they are completely out of line. How much money does that cost the Douglas County residents? Wait until they come to your neighborhood!!!.

CHILDHOOD

Even though you might think childhood is a great time of ours lives well its
not. We have to live in fear of who will charge us for being a person. Fear
you don't do homework, you don't play outside anymore, it is to dark.  You want to
go to your secret place that only they love you and you want to go with your
mother, father, sisters, and your horse, dog.  Childhood is suppose to be fun, its
not when you lie to your mother she will go to jail, they were here when we
were away. Mothers can't get sick, when they do they take your childhood
away.  Maybe when we're older we will understand your side of life.
but I don't think I want to be on your side of life you hurt too many people, I
don't want to be in your world.

I do not know if we are safe or not. I have learned this morning that on the police report, they say there was animal feces ground into the carpet. This cannot be true at all. If this had been true, wouldn't the case worker have seen it. I do not believe one could hide the sight or the odor it would create nor are we a family that would accept living like that. The girls had been back in Colorado for only one week from being gone for a month, when they got home, we did leave their suitcases and some tack at the house and proceeded to the apartment at the barn so I could help with their care and mine. The girls and I did not come back to the house to live until July 14th, many days after the instance of a lightning strike to the home. Gregg, my husband, had come in on the 12th and he stayed at the house to try to clean the mess the fire department made. Gregg knows only what he has been told which is everything that we know. He was here when the police came here to talk to the girls. He mentioned that as soon as Gabrielle told the lady police officer that we had not been staying there, the other policeman took Gregg from the room.

Gregg is very angry that the police never told him why they were there and that they chose to meet their own agenda for fabricating evidence to bring against me. He thought, as any person would, that they were there because after the fire department and police left our house from the lightening hit, they left it unsecured and it was robbed. This is why Gregg thought they were there to talk to the girls, to investigate the theft. The police told Gregg, as they were leaving, that they were charging me with child abuse and animal abuse. Alix is living in the fear that I will go to jail now and the stress on the other two is just as bad. I have copies of letters written by neighbors and other evidence concerning the truth from the lawyer, if you would like, I can send them.

At this point, I believe we do need additional help, after what I have learned, I am being used as a political pawn. It seems that somebody is up for re-election if you get what I mean. This can only the reason for such storm troop tactics that my family is enduring. I am going to try to call Mr. King, the Douglas County DA, sometime today. This has become so complicated that it seems easier to talk about it than try and write a letter. If you would like to talk him in person that would be fine. I think Gregg's amount of time for his use of the phone and his email while he is on the road is about up but we can find another way of communicating with him.

February 1, 1999: I will have the kids recount what had happened. Alix may not be able to, the stress is too much for her so I will not pursue much with her. She is so fragile that all she does is write sad poems about it. I will send you a few of those later this afternoon. I did talk with our lawyer today I am not getting anywhere with him. Something doesn't seem right like no one seems to care how this is affecting Alix, Gab, or Kim. I think I may be a political pawn here at the expense of our Children and it would seem better if I just quit fighting for my rights to save the children from being exposed to such outlandish actions. Although, how could I allow them to be exposed to me going to jail, or them being taken from the home because of the incompetence of political figures.

Thanks for writing us. Our Dad drives trucks over U.S. He is not running from this like some people try to tell my mom and us. He is doing what he can. My mom sends him email to ggebo@aol.com , and he send us email back. The pressure from all this is to much and it is consuming my mom. Will send you the letter that my Dad wrote and one from Kim. I don't think my Dad will care, he is helping us fight this too. He said that the police violated the privacy act of 1974 because when the police talked to us the one cop took Dad out of the room and they never did tell us why they were there. We think this Government needs to pay attention when the kids say hey these cops didn't listen and they should have to pay for what this has done to us and other families. Email for our state rep is jnunez@sni.net. W e also sent letters out to a lot of state reps and the ones to respond aren't even from Colorado. Enclosed will be 2 letters my Dad wrote and 1 letter Kim wrote.
Also social services said this case is closed they will not get involved but the DA is still prosecuting.

We found something you need. Check out CRS 19-2-511(1997) Title 19, Article 2 Part 5, we got a case against Parker Police Dept. I want you to file it immediately. When the police came to our house they (female officer was the one) asked to speak to the kids, I thought it was in regard to the robbery so I said O.K. When she and the kids sat down at the table the other officer called me aside out of my range of hearing as to the questioning in the kitchen. He or she never stated why they were there, he talked to me about trucks. This is a clear violation of mine and my children's rights. Also, please contact Mr. Dean Tong, we have e-mailed you his number, he should be able to help with the false allegations regarding Vic and the kids not living here at the time. Too, Dr. Zimmerman will have records to verify that Vic was extremely ill at the time (he was thinking on having her hospitalized for pneumonia). Your action of these matters will be greatly appreciated.

This letter is to serve as to raise specific questions I, Gregg Quattlebaum, have as to purpose and creditability of specific parties involved. To begin we need to examine a history of involvement of two of the principles.

In the spring of 98, Gabrielle, our daughter was expelled from school for her reporting a distasteful prank. We were to bring her to school for a meeting with the school officials and the police. My wife had notified a local TV station and newspaper, for we believed our daughter was being unjustly punished for her actions of reporting the prank. As we entered the principles office my wife was confronted by two officers from Parker and the principle. They stated that the reporter was not allowed in, at this my wife became extremely upset and loud. This seemed to bother the female officer for she placed her hand on her service revolver. This was the first meeting to my knowledge between two of the principles involved. From this incident I believe a character assignation of major proportions was started.

On July 10, my home was struck by lighting and a neighbor called the fire department. After the firemen broke into my home, they supposedly call the police to come an investigate conditions in my home. At this time I was told that the police took photos, this after the firemen had contributed in some part to the disarray of furniture and clothes. My questions at this point are 1) If neglect to animals was observed why was the SPCA not called to protect the animals? 2) If neglect was in anyway apparent in regard to our children why was Social Services not called to protect my children? This lack of action by the police leads me to believe that the either Parker police violated my children's civil rights by their failure to involve the appropriate authorities, or they only harbor ill will to my wife and sought to develop a plan to attack her personally. I tend to lean to the later for I can't understand why she is the only responsible adult for our children.

The next contact with the female officer was the next week at my home. I was home with my kids when two officer came and knocked at our door. I opened the door and was asked if my kids were home, to which I said yes. They asked to talk to they and I agreed for I believed they were there to investigate the robbery of items from our home the night the police and firemen left it unsecured and open. The female officer sat at our kitchen table with our three girls. The only questions I heard asked were to Gabrielle and was "Do you live here?", she answered yes. The next question I did not hear for the male officer spoke to me as we stood next to each other, however I did hear Gilly's response "We were gone to Texas and when we came back to Colorado we were staying at the apartment at the barn and Kim was in Europe," to this the female to become argumentative with her. I was ask to go outside with male officer, we stepped to the entry and no further. Where he said "You may wonder why we are here " I stated "No I knew cause I watched cops" thinking again that it was a robbery investigation? So then he and I started to talk about truck driving for a few minutes. The female concluded her questions and asked to look around our house. I gave permission and she went to the down stairs room and then to the upstairs landing. Then both officers and I walk out the front door where they asked where Vicki was. I said at work, they asked where, I said Albertsons. They then stated that they were charging her with child and animal neglect and left me there in shock. This action leads me to ask: 1) In a criminal investigation for information for the "record" are not the officers required to advise the party that that is what is occurring? Are not parent supposed to be present when minors questioned? Too it has come to my attention that there are supposed statements on the police report that I made. To this I can unequivocally say are fabrications for I made no statements.

The problem is that Social Services was here and said there was not a problem here, but the DAs office is still prosecuting my mom for no reason and we did learn to day that the police violated the privacy act of 1974 and my sisters and parents want to take action on this matter. I am sending this letter that I wrote for the DA and mom's Lawyer to you maybe it is not as confusing. The first part of July Gabrielle, Alix and I came to Denver. When we got here our mother was on crutches and she was sick. She was staying out at Todd's and we went out there too. There are medical records to document this if anyone cared to check. Every day someone would take us to town to feed the animals at the house. On July 10 that morning mom drove us to the house from the APARTMENT to care for the animals, she came in with us and put Or and Jazzy (dogs) in the back yard but she got sicker (she had pneumonia) and went to lie down in the car. Gabrielle, Alix and I filled up both of the auto feed and water and fed and water the birds. Gabrielle was afraid that the big dogs would kill Roo and Jazzy so she put them in a crate that you use for crate training a dog. I didn't know Alix had hamsters and neither did mom until after the cops came out on Tues. I drove the car back to Todd's because my mom was to SICK to drive. We were here about 10:30 A.M. That night we came back to the house to check and feed the animals only to find the house torn up. There were clothes on the floor and the TV and TV stand knocked over and drawers open it looked like we had gotten robbed. IT was NOT like that when we left that morning. We found the dogs in front and then we took care of everything else, Todd was with us. We then left and stopped at the police station, then went back to Todd's. We continued to stay there and went to the house twice Sat and once Sunday afternoon because my dad was there. On Tues. this female police person came to the house asking us where we lived and all, we told her that we had been in TX and came back and had been staying at Todd's mainly because our mother was to SICK and needed help. Well, this police person chose to write down what she wanted and NOT what we told her not at all. That is when we learned that Alix had hamsters. No one but her and Gab knew this and one had died. I feel like this cop and the DA are setting my mom up big time.

Because number 1: why is it that mom and grammie called social services to come out and not the cops? Sorry I heard the call. When the social worker came out she told us that the case would be dropped, that there is no problem here, SHE told me, Gab and Alix that.
Number 2: we were not living here at the time, we only went there to feed the animals and that night they STILL had food and water.
Number 3: how can you charge mom for animal abuse for dogs she had put in the back yard and Gab put them in crate after she LEFT the house and vets recommend that so she thought they were OK, mom had NO clue that Alix had hamsters in room.
Number 4: she had made sure we were in a safe place while she was so sick and had called Grammie before the house got hit.
Number 5: The pictures were taken after the fire dept. came into the house (neighbors told us that then mom saw the pictures) and I know the house was trashed by them.
Number 6: my mom had the media involved on a deal with Gab and the lady cop was the cop there.
Number 7: the cop DID NOT write down what we said she wrote what she wanted to hear.
Number 8 : people who knew where we were are blown off by the cops, they hear Marvin say we live here, wow a real good source he is, he didn't even know that mom and Gab were in TX from Nov 1 - 9 , Alix stayed with a friend and Georgette helped Alix with pets. He has know clue on what goes on around here he is usually to drunk.
So far this system has broken our rights and at this point is harassing us and tearing up our family over what, nothing. I guess someone needs that bonus that they get. YOU the Douglas County Government are GUILTY of Child Abuse for mentally abusing us!!!!!! We have the PROOF from others and have told you that we were not here! Social services has said there is no PROBLEM here but you still want a trail, what a waste of our TAXES. Then you subpoena us the kids that are at fault for this to testify AGAINST our mother!! What kind of people are you, Oh I know you are Child abusers!! Our animals were fine that is the obvious or you would have taken them. We were fine we were LIVING at Todd's!! I am sending this letter to others to find someone to help us fight you UNJUST and UNFAIR system and to make you stop tearing our lives up! Also would like to find a lawyer to represent me, GAB and Alix in suing the county DA and Parker police for harassment and we feel our civil rights have been broken!! Oh thank you for making Alix suicidal and tearing us up emotionally we greatly appreciate it.

I am sending this out to try and voice how we feel since we are being abused by this so called system, we need help to make these people listen to us. Also the Police here violated the "privacy act of 1974 " They questioned us without my dad present and they never once said why they were here. We need a lawyer to help us for to go against this system on our behalf and we want the whole world to know just how unjust the Government really is. They also violated my mom's rights by asking her questions then telling her they were charging her. The facts still remain the same we were not living in the house, the animals had food and water, mom did not know there were hamsters in the house and only Alix know when the one hamster died. Mom also didn't know that we had put the dogs in the kennel. The birds were not living in filth yes the trays needed cleaned and they had strewn their seed around the cage and anyone with birds will know how messy they can be.
