Why are most other pages like this at www.archive.org accessible, but not this very revealing one?

Summary of December Survey Results

(1) Expenditure for All Households
         The average monthly living expenditure per household for December 1999 was
    385,640 yen, down 5.2% in nominal and 4.0% in real terms from the previous year.

(2) Income and Expenditure for Workers' Households
         The average monthly income per household stood at 1,080,114 yen, down 7.3%
    in nominal and 6.1% in real terms from the previous year.
         Living expenditure was 418,221 yen, down 5.9% in nominal and 4.7% in real
    terms from the previous year.
