False Rape Convictions TWO MILLION INMATES ON VALENTINE'S DAY 2000 The US jail and prison population reached an important milestone on Valentine's Day 2000--two million inmates, making the US the incarceration capitol of the world. It means that more than a third of all of the men in the world behind bars are in the US. It was a dramatic 74.5% increase from 1,146,041 in 1991, but even with all of the statistical analysts and resources available to it, the Bureau of Justice Statistics has been unable as yet to provide a specific breakdown of the percent of these two million men who were convicted of rape & sexual assault so that responsible citizens can marvel at the great work being done by their Department of Justice. The "Inmate Survey" completed in 1991, however, provides information for the years 1986 and 1991 which can be extrapolated to the end of the year 1999. Where the BJS data shows that 6% of those entering state prisons were convicted of rape and sexual assault, this survey shows that 13% of state inmates report that this is what they were convicted of. Per the BJS data, the number of state prison inmates convicted of "Other sexual assault" increased 8 fold, from 7,000 in 1980 to 42,000 in 1990. If this rate continued to 1999, then the BJS data suggests that only 75,000 of 1,228,000 state prison inmates, or 6.1%, were convicted of sexual assault. MOST CRIME RATES DECREASED BETWEEN 1991 AND 2000 The BJS reports that, since 1991, Property Offenses decreased 38%, Murder and Negligent Homicide decreased 28%, Robbery decreased 30%, Assault decreased 23.5%, Other Violent decreased 12.6%, and Rape decreased 47%, all of which should result in a 246,650 inmate decrease in the prison population. It is assumed that the rate of increase in Public-order Offenses, Other Offenses, and Kidnapping tracked with the 7% increase in population during that time, which should have resulted in an increase of 6,661 inmates . Drug Offenses increased 43%, which should have resulted in an increase of 104,999 inmates. Conspicuously absent from current BJS web site data are Sexual Assaults which the BJS reports increased 6 fold between 1980 and 1990. In order to achieve a prison population by the year 2000 of two million, sexual assault convictions would have had to have increased 18 fold in order to account for the 74.5% increase in the prison population in the last decade of last century. There is no other category of crime other than Sexual Assault which could have increased enough to explain such a dramatic increase in incarceration rates during a time when the number of men imprisoned for Property Offenses, Murder, Robbery, Assault, Other Violent crimes and Rape decreased by 246,650. It is the only crime which has a history of increasing so dramatically, and it's the only one with such a low standard of proof. It is also the one which DNA evidence has proven the innocence of half of the men tested to date. Thus, as many as 30,380 American men are currently behind bars for Rape and 1,045,910 for sexual assault, rates of 11.2 and 395.7 per 100,000 population respectively, for a combined rate of 395.7, compared to an international average of 2.1. In other words, where Sexual Assault isn't even listed as a separate offense in many countries, there are now 34 times as many American men in prison for Sexual Assault as there are for Rape, and American men are 188 times more likely to be imprisoned for these crimes as the average man around the world . These American-type crimes may have put nine times as many American men in prison than there are men in prisons for those crimes in the entire rest of the world.
THE POLITICAL POWER OF THE FALSE ALLEGATION There is no other explanation for the US having such a high rape conviction rate other than false allegations filed by women who are subtly encouraged to LIE, who are led to believe they won't get caught, and who are assured that even if they do get caught they won't be punished. Even if American men commit rape at a rate 5 times higher than Italian men, and even if affirmative action required the hiring by the justice system of incompetents who increased the error rate in rape investigations and trials by 50%, it is entirely possible, or even probable, that somewhere between 94,000 and 201,000 sexual assault convictions in 1999 were based on women who LIED.
UN DATA DIFFERS FROM COUNTRIES' OWN INTERNAL DATA It's bad enough that the UN data shows American men to be 28 times more likely than Japanese men, 13 times more likely than English men, 31 times more likely than Italian men, and 5 times more likely than Chinese men, to be convicted of rape, but each country's own data differs significantly from that being reported by the UN. For example, Japan's own data shows that the actual number of rape convictions per year are are almost a third of what the UN data shows. The only figures being under-reported by the UN are those for the US, which are a third of our actual figures. So in reality, American men may be 190 times more likely than Japanese men, 107 times more likely than Italian men, and 12 times more likely than Chinese men, to be convicted of rape. http://christianparty.net//worldusrape.xls
THE EFFECT OF "RAPE SHIELD LAWS" AND AFFIRMATIVE ACTION The following graph illustrates what happened in the UK immediately after laws similar to our "rape shield laws" were implemented there in 1985. The effect of these new laws was to required the disclosure of the names of men accused of rape but not convicted (as opposed to only men convicted prior to this), and to conceal the names of women who accuse men of rape. Fortunately for men in the UK, the trial rate didn't increase as dramatically as the report rate did, as it did in the US. Affirmative action in the US resulted in the hiring of incompetents who were clearly not as capable as UK police and prosecutors at investigating and weeding out these false allegations.
US CRIME RATES HIGHER THAN INTERNATIONAL AVERAGE A higher incarceration rate in the US is not entirely unjustified, because we do have higher crime rates in almost every category than most other countries. Compared to Israel, Spain, Cuba, Morocco, Jordan, England, Japan, and Switzerland, for example, our average crime rates are 5.4 times higher. No country has a lower rape report rate than the US, which is 6 times higher than the average 6.4 of these 8 countries. Our murder rate is also 4 times higher than their average murder rate.
SEXUAL ASSAULT AND RAPE It appears that the ultimate accomplishment of the Bureau of Justice Satistics web site is to conceal that the high rate of sexual assault reports, rather than our high rate of rape reports, which created the mass hysteria in the US which led to our distinction of having a third of the world's men behind bars!
