The safest driver on American roads are 64 year old
men with a bac = .04, whose fatal accident rate per billion miles is 5. If all
drivers had the same accident rate, there would be only 11,000 highway fatalities in the
US, 74% fewer than there currently are, saving 30,000 lives per year.
